Brian Kilgour
CEO
Chief Executive Officer and Managing Director of Lifetime Recycling Village Ltd, Brian Kilgour has been involved in the waste management and recycling industry for over a decade, having previously owned and operated a successful waste transfer & recycling business based in Glasgow.
A former soldier in the British Army, Brian founded Lifetime Recycling Village Ltd with the vision of delivering a landmark facility which could take mixed waste and recycle and reuse every element of it to create renewable energy and new products for manufacturing. Achieving a 100% recycling rate will dramatically reduce the volume of waste going to landfill sites and deliver substantial environmental and community benefits for the West of Scotland.
Neil Gallacher
Managing Director

Neil Gallacher is Managing Director of Lifetime Recycling Village Ltd, taking charge of the daily operations of the business in direct support of the CEO. An expert in international trade and industry with over twenty five years experience, Neil was previously a part of The Royal Bank Of Scotland International Business Forum, has sat on the Advisory Board for the Scottish Council of Development and Industry and has four times led international trade missions to Spain, Germany, Poland and Hong Kong.
A graduate of St Joseph’s College, Dumfries, Neil has operated at all levels of international trade and manufacturing, working his way up from a factory floor worker to become the CEO of the largest privately owned electronic service and repair centre in Europe, the Middle East, and North America.
Neil has an impressive track record of taking large scale infrastructure projects from an initial idea to completion. He has lent his expertise in this field to a 160,000 sq. ft. development in Eindhoven, Holland, and 350,000 sq. ft. project in Houston, Texas. Whilst in Texas, he also sat on the Board of Directors of the Greater Houston Partnership, a body which promotes local businesses and builds the region’s economic prosperity.
He has worked extensively throughout the Far East and Europe, and successfully negotiated contracts with several multinational corporations. Throughout his career Neil has also been at the forefront of developing innovative and efficient manufacturing techniques, by establishing production lines and time and motion studies. Neil’s extensive technical knowledge includes a qualification in BS 5750, the British Standard on Quality Systems.
Willy Findlater
Chief Development Officer
Willy Findlater is Chief Development Officer at Lifetime Recycling Village Ltd. An experienced architect and Project Manager, with over 30 years of professional experience, Willy is a core member of the Lifetime team, advising on all aspects of the project’s development.
Willy, who is a Member of the Royal Institute of British Architects (RIBA) and an Associate of the Royal Incorporation of Architects in Scotland (ARIAS), studied Architecture and Urban Design in Aberdeen and has earned an enviable reputation for achieving outstanding results throughout his professional career in design and development. His Glasgow firm, Custom Design Practice (CDP), were commended in the Scottish Design Awards 2010.
Chris Williams
Chief Information Officer
Chris Williams is Chief Information Officer at Lifetime Recycling Village Ltd. With substantial experience in the waste management sector, Chris is responsible for environmental reporting and overseeing the company’s information resources.
A Materials Science Graduate from Brunel University, Chris specialises in delivering new technologies in the waste and power sector to the market and is driving forward the construction of the first 80MW zero waste Energy Park for the UK in Peterborough. As Co-Founder and Managing Director of Green Energy Parks, Chris has been instrumental in changing views on waste management, pioneering the use of cutting edge waste recycling and recovery technologies such as Plasma and modular combustion.
Project Advisory Team
Ann Faulds
Ann is a partner at law firm Dundas & Wilson, where she heads the largest multi-disciplinary planning team in Scotland. She has over 20 years experience advising public and private sector clients. The Chambers Legal Directory praised Ann as the "queen bee" of the Scottish planning market, who stands out for her mammoth experience as a dedicated planning project and inquiry lawyer. She has wide experience of major infrastructure projects including renewable energy and waste projects.
Graham U’ren
Graham is a member of the planning and transportation team at Dundas & Wilson. He joined D&W after 10 years as Director of the Royal Town Planning Institute in Scotland, where he contributed to planning reform and the Planning Etc (Scotland) Act 2006. Prior to this he worked for 27 years in Local Government and was chair of the Scottish Society of Directors of Planning. He is currently independent adviser on planning to the Scottish Public Services Ombudsman. He has special interests in community engagement and strategic planning for infrastructure.
Keith Campbell
Keith is a solicitor in the planning and transportation team at law firm Dundas & Wilson (D&W). He has experience of various consenting processes under planning, electricity and roads legislation, and has acted for Scottish Government agencies and local authorities as well as private developers. Keith is part of the D&W legal team that has advised on major infrastructure projects including transport, waste and renewable energy developments. He has experience of planning inquiries, judicial review and compulsory purchase procedures.
David Watson
Head of Design
David is an Architect at Custom Design Practice (CDP) in Glasgow. David studied Architecture at Strathclyde University and has spent time developing his craft in both the Czech Republic and Cuba, where he was awarded the ALFA Latin-American scholarship to study Urban Design and Social Redevelopment. During the 7 years he has worked at CDP, he has made a significant contribution to a range of prestigious projects and is a multi award-winning designer.
Gordon Holland
Gordon is Environmental Manager at Peterborough Renewable Energy Ltd (PREL) and is an expert in environmental engineering. Having joined the Environment Agency in 1997 Gordon was involved in regulating industries under numerous regulatory regimes (e.g. IPC, RSA, IPPC, COMAH & Habitats) and developed a major interest in the use of substitute fuels and raw materials in the cement industry. In this role he became the National Technical Expert in his field, developing the sector permit template, implementing the Waste Incineration Directive and representing the UK on the BREF Technical Working Group.
